If you own or manage a short-term let in Edinburgh, you'll no doubt have heard about the city's new Visitor Levy. Introduced in July 2026, the levy brings additional responsibilities for accommodation providers, including calculating charges, maintaining records, submitting quarterly returns and making payments to the council. For many property owners, particularly those managing their own Airbnb or holiday let, it's another administrative task to add to an already busy schedule.

So, what exactly is the Edinburgh Visitor Levy, how does it work, and what do you need to do to stay compliant?

What is the Edinburgh Visitor Levy?

The Edinburgh Visitor Levy is a charge on paid overnight accommodation within the City of Edinburgh Council area. The levy was introduced on 24 July 2026 and is designed to generate additional funding to support Edinburgh's infrastructure, services and visitor economy. It applies to various types of accommodation, including hotels, guest houses, bed and breakfasts, serviced apartments and short-term holiday lets.

Importantly, the levy also applies to smaller accommodation providers, including those operating below the VAT registration threshold.

Which Bookings Are Subject to the Levy?

One of the more confusing aspects of the scheme is that the date a booking was made can affect whether the levy applies.

The levy applies to qualifying stays from 24 July 2026 onwards, where bookings were made on or after 1 October 2025.

Bookings made and paid for, either in full or in part, before 1 October 2025 may be exempt, provided they meet the relevant conditions.

This means property owners need to consider not only when their guests stayed, but also when their bookings were made and paid for.

Keeping accurate booking records is therefore particularly important.

Do Airbnb and Booking.com Collect the Visitor Levy Automatically?

If you advertise your property through platforms such as Airbnb or Booking.com, you may find that some aspects of visitor levy collection are handled through the booking platform. However, it's important not to assume that everything is taken care of automatically. The arrangements can vary depending on the platform, booking type and how your property is managed. Even where a platform collects the levy from guests, accommodation providers should check what information is available for their reporting and payment obligations. Owners accepting direct bookings or using multiple booking platforms may face additional challenges when reconciling their figures.

Do Short-Term Let Owners Need to Submit Quarterly Returns?

Yes. Accommodation providers covered by Edinburgh's Visitor Levy scheme are required to submit quarterly returns and account for the levy due.

These returns include information about accommodation charges and visitor levy amounts collected during the relevant reporting period. Returns and payments are handled through the national visitor levy portal at visitorlevy.scot. Property owners must also maintain accurate records to support their calculations. For those with several properties, frequent guest changes or bookings across different platforms, preparing these returns can quickly become a time-consuming process.

What Happens if You Get the Calculations Wrong?

As with any regulatory requirement, it's important that visitor levy calculations and returns are accurate. Errors could result in incorrect payments, additional administration or the need to amend previously submitted information. Failing to meet reporting and payment obligations could also lead to penalties. This is why maintaining clear records and reviewing your booking information regularly is so important.

Keeping Your Edinburgh Short-Term Let Compliant

Edinburgh's short-term let sector has seen significant regulatory changes in recent years, from mandatory licensing to the introduction of the Visitor Levy.

While these requirements are intended to support responsible tourism and the wider city, they also mean property owners have more administration and compliance responsibilities than ever before. Whether you manage a single holiday apartment or several short-term lets across Edinburgh, staying organised and keeping up to date with the latest guidance is essential. At Everybody's Wee Pals, we're here to help make managing your Edinburgh short-term let that little bit easier.

How Much Is the Edinburgh Visitor Levy?

The levy is calculated at 5% of the accommodation cost before VAT, and applies to a maximum of five consecutive nights per stay. For example, if a guest books a three-night stay at £150 per night, the accommodation charge would be £450. The visitor levy would therefore be:

£450 × 5% = £22.50

For a seven-night stay at the same nightly rate, the levy would only apply to the first five nights:

£750 × 5% = £37.50

These are simplified examples based on nightly accommodation charges. Depending on how your bookings are priced, other accommodation-related fees, such as cleaning charges, may also need to be included in the calculation.

The levy is charged throughout the year, including during the Edinburgh Festival Fringe and other busy periods.
